look at the cable under the car. follow it back to the brake drum. you should have passed a thing that has a bolt with a nut atached to the cable. tighten the nut and the cable will tighten. if you ajust it in your drum all you are doing is ajusting your tightness between the drum and the shoes.

you have to do it on the ajusters inside the rear drums,the handbrake cable is automatic ajuster on a ratchet
