Washer jets on ford fiesta only release small spurts?

The motor sounds like it's trying to pump water out, but it only comes out in tiny bursts from both front windscreen nozzles. Does anyone know what's wrong and how to fix it?

Water it just bubles out the end
At bonnet end have cleaned out jets with a neddle
Took off wheel arch trim
I can only see a flat bottle
2 pipe on a t bar at bottom
a black plastick column on the out side
a wire with a block on the end that plugs in
All tuck up in a corner
Cant see any filter?

maybe filter in washer bottle blocked up(filter is part of the rubber sealing grommet where washer pump fixes to bottle) take it you have checked jets for blockage
