pc wont start not even in safe mode it just keeps on going on the windows xp screen then back to black and white writing but no matter what you choose it wont start ?? please help

Don't reload the OS just yet!
Tell us what the B&W writing says... along with any other messages you see. Try a Repair Installation before reloading the system. Make sure you use the original CD.

Do you have the original CD for the operating System? If you do try booting from the CD and do a repair installation.
