please help lights dont turn on on rear of p reg mondeo?

i cant work out why my lights wont turn on indicators work reverse lights work fog lights work brake lights work just tail lights dont power up all bulbs and fuses are ok could it be a relay as dash lights dont power up either PLEASE HELP IT DRIVING ME MAD
