timing a briggs mode l311777?

to time this motor do you just line up the mark on the crank gear with he mark on the cam , when i di this it seem to be 180 out

You just line up the marks. They may be punch marks or scribed lines on the gear teeth. When it's timed properly the piston should be at top dead center when both cam lobes are on either side of their corresponding valves. Rocking the crank either direction from top dead center should begin to open one of the valves.
