From much experience, you cannot repair the hose on a diamond jubilee, it was not manufactured to be fixed.
If it is an older fabric hose, which I expect it is, the rubber inside has been dried out for the last number of years. A great test is put the machine end of the hose in the blower side of the vacuum, under the little door on top. Spray the hose with windex or some other window cleaner, and cover the open end of the hose with your hand, turn on the vacuum, there will be bubbles all over the hose, this demonstrates how leaky the hose really is.
This is like trying to drink through a straw that has a hole in it.....does not work very well.
You can find a NEW replacement hose on E-bay for a good price. Do not under any circumstances buy another fabric type hose (USED) it will be just as leaky as yours.
The newer hoses are vinyl and last much longer. Also in most all cases when you replace the hose on these older metal body electroluxs' they will clean as well as when new.....just make sure you get a hose that fits on the metal body machines, named Super J, Diamond Jubille, Ultra Lux.
