hoover elite 920 wont retain water when filling?

water drains straight out of drain hose whilst trying to fill, solenoids are new, is it a pump problem?

sounds like washer is syphoing the grey outlet hose at rear of m/c has to beat least 24 inches of the floor or could be the grey outlet hose has been pushed to far in to grey waste pipe.
