why does my fan blower ony blow air when on full?

my heater a/c works ok, but the fan only blows air when on number 4, any one help? mondeo 1.8 lx r, reg

Find the blower motor - attached to it will be a circuit board fitting - sometimes into the same housing as the fan motor - called a fan switch resistor - these fail with moisture. Replace it.

Easy fix - it is the resistor pack behind the glove box. See here
