I had a partial loss of power (1.9 tdi). Dealer said either needs a new turbo £1500+ or a new bypass valve (whatever that is?). Fortunately it was the valve, replaced and it OK (cost £170 though)

I had the same problem. It was the engine's internal tempurate sensor. The sensor was faulty and as a result was thinking that the engine was about to blow and therefore was cutting power by half. It took my dealer three visits to diagnose it.
