How do I remove the blower housing from my YardMan lawnmower?

The starter rope broke on my YardMan lawnmower. To replace it, I need to remove the housing for the starter, but it's held in place with rivets and not screws. How do I remove the housing? Is there some way to get the rivets to pop out?

You need to remove the entire blower housing from the engine. It may be held on with screws that are hidden under the decals on top.
