how can i adjust my handbrake on my honda civic 1994?

I need to know how to tighten the handbrake cable as it isn't holding when parked on a hill.

Yes, jack the car up, handbrake off, remove the rear wheels.
Remove the brake drums, you may need to loosen them with a hammer, don't be afraid to hit them hard. Inside there is a star wheel, use a small screwdriver to turn it, this adjusts the position of the rear brakes. Give them a few clicks and try re fitting the brake drum, repeat until you get the brake drum fitting tightly over the shoes.
