SOUNDS LIKE THE PROBLEM IS IN THE WATER DIVERTER VALVE, I HAD THE SAME PROBLEM.
WHEN YOU TURN THE TAP ON IT CLOSES THE CIRCULATION FOR THE RADIATORS AND DIVERTS THE WATER TO DOMESTIC HOT WATER.
THE PROBLEM WITH MINE WAS DEBRIS STOPPING THE VALVE FROM CLOSING PROPERLY. SO WAS TRYING TO WARM THE RADIATORS AND THE HOT WATER.
HOPR THIS HELPS
