why does my washing machine over fill with water?

fagor select fu1047 washing machine has been standing for 6 months now it over fills with water

The valve where the hoses hot and cold is clogged it wont let the relay shut off or there is a vacum tube that runs from it also make sure it is hooked up and free of dirt and holes.
