Ford Escort 1.8 Diesel G reg (1990) starting problem?

I have a starting problem. When I turn on the ignition the glow plug relay makes a high pitched noise and the glow plug warning light is not at full strength. Is this a faulty relay or should I check the glow plugs or is it something more sinister? The manual is not a great help.

This sounds like a contact resistence fault inside the relay. You could try tapping the relay whilst the ignition is on to see if the noise stops and becomes a click. If everthing else on the car is electrically sound ie. no other dim lights etc then you'll probably end up fitting a new relay to cure this problem.
