Why is the heating always cold?

The heating system in my 2000 ford fiesta 1.25 zetec always blows out cold air not matter what temperature setting I have selected. Why?

possibly it's the heater control valve, lift the bonnet and you'll find it at the bulkhead in the center, it's got 2 pies going in and 2 pipes coming out. run the engine to get it warm and feel the pipes, if the front right hand pipe is hot, it means your engine is producing heat. now turn your heater control to hot and feel the rear right pipe, if it stays cold you know the valve is knackered. i've just replaced mine on my 1999 fiesta. try breakeryard.com i got one for 32quid.
