why does my GE washer always thinks it is full of water?

The washer seems to think it is always full of water. if i choose "spin only" it will try to drain and if i pick a wash cycle it will start to agitate like it is already full. model #WBSE2090AOWW

try adding water manually then choose a boil wash (90 degrees) adn hope this dissolves all of unused powder/conditioner
