My freezer works but not the refrigerator part?

I have a Whirlpool Gold Model GT19DKXJW01 and the freezer section is working fine but the refrigerator section will not cool. Any ideas?

The cooling coil heating element is burned out.It results in frost buildup,and plugging of cooling vents. Its about a hundred dollar fix.
