AEG 3120BW oven won't heat up?

Hi there i have the above oven and it recently just stoped working. i am an electrician so thought i would have a go at fixing it myself. I bought a replacement element and still it won't heat up.
After testing various parts to make sure they all have 240v i noticed that the fan (internal behind the plate in the oven) was not working and the red LED light @ the front of the oven which usualy goes off when the temp reaches its target is not comming on. Can you please help??
i have 240v supply both elements ( main and one round the cooling fan) and have 240v at the terminals for the internal cooling fan. Is there a saftey device that stops the element heating up if the fans not working??
