My TX11 taxi doesn't like starting when parked facing uphill?

My TX11 Taxi, Ford Dura Torq, '54 reg, if parked on a hill for a few minutes is reluctant to start. Is this a fuel delivery problem ?

Almost sounds like the fuel tank baffles are bad and all the fuel is going to the back of the tank not letting the fuel pump access the fuel .....try topping off the tank and parking it ...
