How do I replace the shaft arm on a mower deck?

I have a Craftsman Garden Tractor, model #917.273323, with a 50 inch mower deck. I am try to replace the shaft arms(Key #13 on the diagram, Part # 137553) for the blades. I cannot bust the nut at the top of the shaft arm loose because the shaft arm just turns. It appears that I need some kind of tool to hold the pulley at the top of the shaft arm still while I turn the nut. The pulley has two 1/8 in diameter holes through it on opposite sides. What kind of tool do I need and where do I get it? Any other suggestions?

Use an impac wrench to break it loose. you can hold the lower shaft with your hand. You may want to use a glove to protect your hand.
