if its just water it maybe worth checking the plastic membrane between door and trim panel-if damaged it will allow water to enter footwell from wrong side of door seal.

If its anti freeze you have a bad heater core
if its water its proably the ac drain is clogged
the other thing is you have a bad seal and its rain water
