My Hoover Steam Vac blows instead of sucking?

model F5827, it also did not suck up the water after the steaming coperation.

Make sure, if you have disassembled any part of the machine, to have all seals in place. A missing seal will cause this problem. Did you make sure to put the duct in place? It bypasses the passage that allows you to use the accessory hose (on the front of the recovery tank). One more thing, the foam filter inside your recovery tank could be full of lint and dirt, causing the float to come up every time you turn on the machine. Give everything a good look.
