peugeot 406 v reg fan problems?

The fans aren't coming on and the temp gage says it is normal and water is coming out of the expansion tank . Any advice would be appreciated.

The fans should not come on if the temp gauge is reading normal. Generally they will only come on in hot weather when the car is standing still. If the water is coming out of the expansion tank in a rhythmic fashion then you probably have a blown head gasket. Are you losing water as that would confirm it.
