The 3rd wheel on the left is an idler pulley and doesn't need the belt around it. It is engaged indirectly when you engage the mower lever. I hope this makes sense. I have the manual for the 33" cut. Look up your exact model number on the silver tag under the seat next to the main bar, and I will see if it is the manual for yours as well.
