My machine is filling and draining but the drum will not turn during either a wash or spin cycle.Is this a belt and/or brushes problem?

what you could have is a fault with the control mechanisem ? is the machine getting enough water ? take the four screws of the side of the top panel and have a look at the belt to see if it is tight enough, you can also start the machine and listen if you can hear the motor running when the drum is empty REMEMBER TURN THE POWER OFF a lot of people forget that
