problem with samsung RS21DCNS fridge?

Hello I just got a RS21DCNS samsung fridge and I've not yet done the water installation. Is it normal that the temperature stays on -20°c and 3°c and that I'm unable to change it. None of the buttons on the panel seems to be functionning. But the fridge does work actually.
