You say you changed the fuse, so I assume it was blown. If a fuse blows it is usually for a reason, so it may be that its blown again. If this is the case you are probably suffering from a short somewhere in the system. If you have a short on the always live side of the switch you will also be suffering from battery problems if the fuse doesn't blow. If the short is "downstream" you will only blow the fuse when you switch the hazards on.
