Does automotive A/C run with a flooded evaporaror?

Does the air conditioner normaly run with a flooded (full) evaporator or does the refrigerent flash as it enters the evaporator?

The refrigerant should flash exiting the expansion valve (either a TXV or an orfice tube) that is located just before entering the evaporator. If the evaporator is flooded with liquid either the expansion valve is not working properly or the system is overcharged.
