the compressor runs but the fan above the coil in the frezer wont run , it runs with direct power but not in the fridge and i am getting power to it .

How do you know it doesn't run ? Many cabinets use a magnetic reed switch set within the cabinet insulation, such a switch shuts the fan off when the door is opened to prevent cold air from being pushed out. I repeat, what makes you think the fan isn't running
