Hi,
I presume it won't go in or out of the inertia reel? If that is so then undo the top bracket that the belt passes through by the passengers shoulder, this will give you slack that may allow the belt to reel in and free up. If it remains stuck give the inertia unit a light tap on the end with a mallet.
