Usually there is a bolt on the end of the drive axel first remove it and if you still can't get it to pull off it may be rusted on and you may need to put penetrating oil on it and let soak for a couple of hours and then try to tap the back side of the rim with a rubber hammer and use a 2X4 to pry it off. I have let the wheel be loose and drive the mower around to lossen it from the rust (just don't drive it far and keep an eye on it. GOOD LUCK

I have the same problem on a 1994 MTD, I need to replace a bearing. I tried once before when I needed to repair a Flat tire. I found it easier to install a tube with the tire on the mower. Now it must come off to replace the bearing, so I will use a penetrating oil for a couple of days, then if that fails, I will probably try heating the wheel. Seems they do not use Anti sieze on the wheel when they install the wheel. Good luck, I know I will need it.
