Not cleaning bottom tray on Ariston afa250?

The bottom tray of dishes is not being washed properly on my Ariston afa250. When this happened on the top tray it was a rubber washer that had perished, but I can't see one on the bottom section. There is no blockage on the arm so it can't be that, and there is nothing stopping the arm rotating when the dishwasher is fully loaded. Any ideas please?

There is a plastic flap which diverts the water to the top and bottom trays. This will be stuck. Locate the flap by disassembling bottom panel and remove from machine (it will make no difference to cleaning). Reassemble and it will work again.
