It appears that someone has been sticking their pecker in it too often, and has worn out the sucking mechanism on the vacuum cleaner. The pecker excretion may have clogged the internal structure due to debris sticking to the excretion, and then drying, which creates a hard barrier. I would find the culprit, and pay a street walker to do the sucking job instead. This will lead to much more satisfaction to the culprit, and you will save on vacuum repair bills.
