Zanussi Condenser Dryer wont start?

i left my dryer on overnight,the water collection trough was full,and now when i go to start it ,it makes a noise as if trying to start but will not..the best way i can describe it is its a similar sound to the noise a live wire would make

the power comes on making usual noise.
but at the back right there is this strange noise that sounds like the machine is having trouble starting up,a mix of clicking and static like noise..
