Kenmore Vacuum Model 116?

The belt on my vacuum is not turning the wheel. What should I do? Buy a new vacuum or how can I repair this?

Does the bar with two 1-1/2 " rollers, on the underside of the sweeper, remain flush with the floor or are they made to retract?

Can you tell if the spindle beside the motor is turning when the cover is off? If it is turning try a tighter belt and greasing or oiling the axle of the beatter bar.
