wont start!!?

I HAVE A FORD TRANSIT 190 DIESAL VAN,MY PROBLEM WITH IT IS THAT IT WONT START FROM THE IGNITION KEY,I HAVE TO START IT FROM A DONER CAR OR BUMP START IT,BATTERY FITTED IS NEW AND IN FULL CHARGE.[SHORTING THROUGH POSSITIVE SIDE OF BATTERY.
