how do I change the belt on my Mountfield 21 Type 83307?

I fail to see how to get the belt round the pulley at the drive end. Presumably at the roller end you remove the roller. Model number 009287.

Remove drive cover on underbody, drive out the two rollpins on the sleeve between the pulley and driveshaft, then drive this sleeve towards the engine (this will release the pulley) slip new belt over the pulley then replace in reverse order of removal, its possible you may have to remove the red cowling on the top of the mower for access, also removing exhaust may help. Often the drive section is seized and may require a great deal of force to move the sleeve, best to renew the rollpins as they are cheap!
