it sounds like a blocked carbeurettor.
try cleaning out the carbeurettor by taking it apart, (dont forget how many turns on the jet screws), blowing a jet of air through all of the holes, then putting it back together again.
it will take longer to start the mower first time as the fuel will have to flow back into the carbeurettor before the engine will start.
