repair?

I have an inclosed motorcycle trailer that I purchased. It has a dent in the rear where the plate goes. I have the replacement for it. How do I replace the old (damaged) to the new. It has rievets. This is a 1998 trailer.

Drill out the rivets and install new ones with the replacement unit(piece). Ensure that the drill bit does not exceed the diameter of the rivets used or to be used. Should not take too aweful long and you can do it youself if you have the tools.
