Cleaner won't discharge water?

Cleaner won't discharge water onto the carpet. Model is a Hoover 6500 steam cleaner. Water bucket is secured in place. I checked the plastic hoses that carry the water to the head of the cleaner. I forced air thru the 2 smaller hoses but the larger hose in the center is filled with water to the top . Im not exactly sure what the function of this hose is. Should it be clear as well? It is tightly packed within the unit and could possibly be kinked.
