do you mean getting it unbarred?
well if its barred, it will be either because it's a stolen phone or because you've reported it stolen.
if you reported it stolen then ring up your network provider and tell them you found it.
If you did not report it stolen, the phone is actually stolen and it is illegal to "re-activate" it unless you own the phone and were the one who got it blocked.
