Dish washing liquid/tablet not being used during wash cycle?

I have been running my Kenmore Whisper over and over but each time the same problem - the dishwashing agent is not dissolved or used during the cycle? When I open it at the end of the cycle the liquid or tablet is still in the pocket. What could be the cause?
