I just helped a neighbor with a similar problem. His Vino had been sitting up for a year. Take apart the carb and clean it. There are two small jets that are easily removed with a flat bladed screwdriver. I used a carb cleaner and a thin sewing needle. I shoved the needle backwards into a wine cork with some pliers and then used the sharp end to clean the jets. Also, drain the gas tank and put new gas in the tank. It's easy to do by removing the hose from the tank at the carb. I also replaced the stock hose clamp with a more conventional quarter inch hose clamp. Put it all back together, start it and let it idle for a while. It needs to warm up since it hasn't been started in so long. Good luck, it's easier than it sounds.
