I have the same problem with my Troy-Bilt TB20CS trimmer. Troy- Bilt tells me that a rotor service tool (part number 797-00062) is needed. The tool cost $71 including shipping. The trimmer only cost $99. So I took the trimmer to a service shop listed on Troy-Bilt's web site. They said that they will not work on any Troy-Bilt products and don't know anyone who will, even those that Troy-Bilt lists.

then below the clutch cover the clutch is threaded in the center and is screwed on to the shaft. it's then a simple matter of unscrewing the clutch from the shaft. it may a little work to get it moving, i used a pair of vice grips on the shaft and a spanner on the clutch, with a little pressure it broke free and then spun easily. this allows you to remove the housing where the pull cord assembly is. be careful not to un-spring the lower spring in the pull cord assembly (you'll know it when it happens). wind new cord around housing, give the housing a couple turns to build tension, then thread through hole where the pull handle is,
after seeing the guts of this string trimmer, i understand why it is priced so low, i'm surprised it ran after i had it all apart and back together (i did a little more disassembly than needed to figure this out)

put a t20 sized t head screwdriver down the center hole of the shaft of the clutch cover and loosen (this is going in the same place the shaft of the trimmer goes), the clutch cover is held on by a screw, the same size as all the others it took to remove the cover, simply loosen and remove clutch cover
