How do I remove the rear tires to fix on a MTD Yard Machine 42" tractor?

I have tried and tried removing the rear tires after a flat. There was on one bolt and washer on the outside which I promptly removed. I even tried banging it (gently at first, then with little more pressure) off with a hammer. The darn thing is not coming off. Is there a trick to this?

the wheels are also held on by a keyway, try soaking the axles with some lubricant, after letiing it soak sit down directly in front of the tire and grab both sides of the wheel from behind and wiggle from side to side while pulling out at the same time it may take a lot of lubricant but eventually it will come off.
