engine accelerates then idles down continuously?

I have a Craftsman LT1000 w/ briggs & stratton 16.5 hp and the engine will crank and start but once running it will rev up and back down, rev up and back down continualy.

Sounds like your governor to me. That's normal. Should run right when you engage mower.
