How can I change the self propelled belt on my Honda Harmony II lawnmower?

How do I change the self propelled belt on my Honda Harmony II lawnmower. The belt broke. It seems easy to put the new belt on, but I can't find how to make it tight?

I can get you part of the way. From underneath the mower there is a belt cover. It is held in place with 4 bolts. Three are on the underside and the 4th is behind the left rear wheel (as you stand behind the mower). Two of the underside bolts are easy to recognize (pretty much under the engine) but the 3rd is located in a deep hole to the rear of the mower near the transmission. Once the cover is removed you can probably see how to replace the belt. My problem is to replace the clutch cable so I didn't go as far as the belt but the belt is readily visible once this cover is removed.
