How can I fix my rear brakes on my '07 kawasaki bayou 250?

I bought the shoes for it and i have them on but i cannot get the hub on over the pads and the thing that expands them is flat but its almost as if the pads are just a bit too big?

If the actuating arm is flat then they must be the wrong shoes. EBC part number K706 or K706G is listed for the 03-06 models but the 07 is not in the book {and yes it is a 2007 book}
