how do i fix my tecumseh lawnmower engine?

how do i not only get my lawnmowerstated but how would i fix the blade throttle from sticking (tecumseh engine)model# tvsv90/serial#6328c.

What is wrong with and how do I fix my Tecumseh 5 HP, LH195SA-67419 engine (snowblower). It won't start unless I put gas into the engine ... then it will run roughly and burns gas with heavy gas smell. I have cleaned gas line, gas float container, new spark. Help!
