Radiator fan will not run, van overheating?

I have a 1999 Dodge Caravan, the radiator fan is not running. do you think the fan is bad or do you thing the temp sending unit is bad? how do i find the answer

Check the temp sensor for the electric fan, make sure fan switch is making or closing. To check when hot put a voltmeter on continutity across terminals of switch, should be closed. If not, switch is bad. If is closed, check if fan motor is getting power. If is motor is bad.
